This is not my original design, the original design was made by ShdwDrgn who can be found here:http://www.youtube.com/user/ShadwDrgn. I basically combined two setups of his design, the deployer has buckets in it and when the timer pulses a signal it fills a bucket and the filter (which has a full water bucket in it) takes it and sends it along pneumatic tubes into one of the water mills. The item retriever (which has and empty bucket in it) retrieves the empty bucket and sends it back to the deployer. This setup I have outputs 40 eu/t at full tilt.
